The course opened on 22 February 1919 as part of the Hotel del Monte, the Monterey resort built by the railroad baron Charles Crocker; 17-Mile Drive was first laid out as an excursion route for the hotel's guests. It was designed by two champion amateurs, Jack Neville and Douglas Grant, neither of whom was a course architect by trade. It is public, and in 2001 became the first public course ranked No. 1 in America by Golf Digest.

It follows the cliffs above Carmel Bay, and the holes along the water, from the sixth to the tenth and the eighteenth curving home along the shore, are the reason for its reputation. It has hosted six U.S. Opens and a PGA Championship, the Tour's annual AT&T Pro-Am, and in 2023 its first U.S. Women's Open. From the back tees it is 7,075 yards, par 72.
